Average teenager Peter Parker is transformed into an extraordinary super hero after he is accidentally bitten by a radioactive spider. When his beloved uncle is savagely murdered during a robbery, young Peter vows to use his powers to avenge his death. Deeming himself "Spider-Man ," he sets about ridding the streets of crime, bringing him into conflict with malevolent super-villain "Green Goblin."

You know, this scene was depicted like this in the Ultimate Spider-Man comics in Vol 1 power and Responsibility. when Norman Osborn conducted an experiment on himself to recreate the accident that gave Peter Parker his powers, He turned into a Goblin like creature and destroyed the lab, killing everyone except his son Harry and Dr. Otto Octavius.

One depiction is that after the disappearance of Captain America in WW2 the US Government wanted to replicate the Super Soldier formula or rather recreate a super powered being in service of the United States.
One depiction of the Hulk, is that Bruce Banner studied the applications of Gamma Radiation for that cause which led to his accident and becoming the Hulk

The other part was performance enhancers, a serum that would improve the physical and mental abilities of a human. To make them stronger and smarter.

That’s what the Green Goblin formula was.

Although Norman was losing his company to his own board of directors who plot a merger with a competitor, which pushed him to cut corners and tested on himself.

Because the serum might been imcomplete it resulted in Osborn becoming insane as a side affect of himself becoming stronger and smarter, becoming the Green Goblin
