There was something similar to this in gen 8 singles. People would run level 99 or even lower Slowbros so they could always have their teleports move after opposing Slowbro.

If I remember correctly, there was a similar case with Groudon/Kyogre with Origin activation. The slower one would activate second and thus keep their weather effects
