There is substantial overlap, but the term developer has been used so companies can have never-ending expectations. The word programmer is too closely tied to expectations around programming but by using soft language and a generalized term they can have never-ending demands for their employee's future skillset.

A programmer on the other hand is a person that specializes in programming and building software. A good programmer knows more than just gluing frameworks together.

My friend I was very disappointed with software engineer course I I think is to much stuff that does not make sense at the end the developer is the one who do the dirty job, a software engineer only do documentation and management they talk to customers but a developer can do both at the same time also why you need to learn whole concept of UML if you know OOP and flow diagram and also sudo code. if you study system analysis and design it has the same concept of as software engineering.
