For those of us who served in the Navy at any point in time during the Cold War era can attest that we played these cat mouse, look what I can do games all the time. Especially up in that region. It's not a particularly new and certainly not "the first time" Granted the Chinese were not as active in it. Russia does not have the vastness of resources that the Soviet Union did. In order to achieve that same level of military threat Russia needs China. There are tactical advantages and disadvantages to that for them and for us. The Soviets did not depend on an alliance. They were a single-minded entity. Hard to crack but once cracked it all come down. Now we have two entities that are able to combine forces and share technology. However, they ultimately have their own agendas. Unity is not cemented, and any number of factors can stress the integrity of the alliance. Russia needs China way more than China needs them.

The goal is never stability. The goal is to justify huge sums of tax payer dollars incurred through debt to be spent on military contracts and to destabilize the oil markets to maintain higher than stabile market prices.

Niether side is preparing for conflict. It is merely routine training. Just like the Army units going to Ft Irwin for dessert training, Hawaii does jungle training, and Ft Drum and Europe do mountain training.. Please don't make the civilians crazier than they already are..

Other than a little slice of the pie above Alaska, the fact is that the United States has very little legitimate claim to the Arctic region. The big players will be Russia, Canada, Denmark (which owns Greenland), and to a smaller extent Norway.
