Force sensitive has never meant you could actively utilize the force. More of a passive manifestations. Better then average senses or able to wield a light saber somewhat effectively. Least that's how I've always viewed force sensitive vs force user.

I have only watched the first episode, and to me this feels like classic star wars (1-6), with The filoni flavour from the animated shows. Andor felt like the old EU novels
