Yes, what you described at around the 24 minute mark does indeed happen and at the time of xbox swatting was commonly referred to as 'meth bombing.'
It's still fairly popular to this day, but only in rare circumstances, as it's simply easier to swat a low value target instead, and more worthwhile to send a group of people in-person for higher value targets.
