It all makes sense now. This planet is obviously Bal'demic, as is rich with Cortosis and where Quimir got his from for his helmet. Bal'demic is the same planet which Plagueis killed his master, Tenebrous on after he became trapped allowing Plagueis to snap the Bith's neck. I see two possibilities. Quimir is Plagueis apprentice, after killing his master, before Palpatine...OR, which I think is most likely...Tenebrous is still alive at this point training Plagueis and also trainint Quimir in secret and Quimir is actually Venamis. Plagueis discovers Venamis/Quimir and watches from the shadows waiting to confront Tenebrous about breaking the rule of two and mention how Quimir is doing the same and take this opportunity to stage an accident in the mines to kill them all
