The explanation for why Ultron didn't launch nukes is that he tried to access the nuclear codes but an "unconscious" Jarvis kept instinctively changing the nuclear codes without even knowing it. It was a mild subplot that was pretty confusing, but at least there was an explanation.

My favorite part is when the writer says "I don't know", as if he doesn't understand that he's responsible for the script.
