I abandoned a law enforcement career and went back to college over things like this, this is all about money and numbers, there’s is absolutely no concern about safety at all. It’s all about getting high numbers (of summons issued) to make your supervisor look good, which makes politicians look good (for making $$ for the city). It’s completely unconstitutional, punishes only people who can’t afford fines and cruel.
