The highest probability is, as Niantic is known for doing with Ingress, the legendaries will be saved for "Raid" events where the three teams battle each other to be the first to collectively capture it and all players on the winning team will receive it.
It would be a coordinated and scheduled event which would be announced via email (go into your game settings and make sure the option to receive emails is checked).

personally as an old ingress player I'm gunna go out on a limb and say that the legendary pokemon that are being teased, may be only available when niantic host a major event in local cities, whereby people will travel across country to compete at gyms and meet other players in your selected team. During the major events (aka "anomalies") in ingress, players were rewarded with medals and weapons that aren't available in casual play but only made accessible to those who attended the event. which would surely be the fairest method of distribution considering how unlikely you are to have a holiday to Antarctica for an articuno or go hunting around teslas grave for a zapdos

I actually wouldn't mind Legendary pokemon being super rare, and only a slightly higher chance of being found if you go to desolate places (like Antartica for Articuno, some Jungle for Mew, Yellowstone Park for Moltress etc). It would increase the feeling of achievement of catching a Legendary, and so it doesn't end up being like "oh hey guys! I just got my mewtwo! ...crickets... "I have had a mewtwo for like 3 months, BORING!"

It would be nice if before they even started making spawns for later gen pokemon if they could just include the evolutions of the gen 1's we already have. Scizor, all the Eeveelutions, Steelix, Magmortar, Electivire. I feel weird powering up my Magmar and Scyther right now, like its a crime and I should be saving my candies but at the same time I want to use them in gym battles.

I live near Las Vegas and I've gone down to area 51 since Pokemon go has come out. I can give you 100% certainty of 2 things. 1) there are no Pokemon there worth the price of admission, 2) the price of admission is you getting shot....a lot. They turn you away before you even get close to the gates(and there were no Mews or Mewtwos in the nearby section). Granted, since I wasn't allowed inside the base, there could theoretically be something in there but unless you work at area 51 I don't think you'll be seeing it anytime soon.

I think they'll do events, equivalent to the events like obsidian for example in ingress. As a player of both Niantic games, Go has a lot of similarities with Ingress, so I'm thinking it'll be the same type of deal. But possibly requirements to get a mewtwo or mew would be that ur dex is full except the few that are in other continents. New features coming soon is the trading feature & hopefully u can trade from the other side of the world too, & rumors of Top player regional score list like they have for Ingress
