Why does Shadow have beef with Tails? If you check out the Sonic 3 trailer, you can see Shadow teleport behind Sonic, give him a look, and then just kick Tails! Like, seriously, what’s up with that? This isn’t the first time he’s done this—Shadow’s pulled similar stunts in Sonic X, Sonic ’06, and Sonic Boom. So, how did this weird beef between the fox and the hedgehog start? It’s almost turned into a running joke, but it all began in Sonic X. Tails had a legit reason to clash with Shadow because Shadow discovered that Cosmo was an unwitting spy for the Metarex. Shadow, being pragmatic, decided it was time for Cosmo to go, and went on a warpath. Tails, knowing this, still stood up to Shadow, which just frustrated him more. Shadow kept telling Tails to back off or he’d end up hurting him. That whole storyline in Sonic X was pretty intense and set the stage for their rivalry. Now it seems like it’s just become a running joke where Tails is in Shadow’s way. Gotta love this franchise!

Shadow in the trailer is just demonstrating tactical ability.. To isolate your biggest threat you take out their back up first. Hence why he took out Knuckles then Tails and left Sonic to the end

People has always wondered why Shadow seems to always go after Tails. The answer is simple; it's because Tails would be a sore nuisance to Shadow if he doesn't deal with Tails before facing Sonic. Shadow doesn't hate Tails, he just doesn't let anyone get in his way.
Not only that, Tails is the brains of Team Sonic, which would make him a potential threat to any other opponent's operation.

I head it is actorly because of a loop hole in a rule SEGA gave them. Basically the rule is that Sonic is not allowed to look bad or loose in a fight so Shadow can not beat up Sonic because Shadow would win. So to go around this they made Shadow beat up Tails instead.
