That Chaos Control ability is actually known as Shadows "Chaos Snap" which allows him to perform instant short distance teleportation without needing a chaos emerald

What’s actually funny is that shadow is moving so fast it looks like he disappears, now that being said, you know when sonic moves really fast all you see is a blue light that happens in like one or two seconds well shadow is moving so fast you actually can’t see anything. It’s basically like watching a bullet, you can’t see the bullet moving when the gun fires it until it makes a complete stop.

Its not a chaos control since he needed the emerald to do it but the one Shadow use is Chaos snap which is a weaker version and can only teleport in short distance thats why in the trailer we didnt see Shadow teleporting in a long distance and this is proved to be right because shadow Is skating instead of teleporting why would he travel with his air shoes if he can just teleport, Because he cant
