She's not angry, she's scared. In her cage, get her one of those drips and put her milk in it and sit next to the cage, and eat while she eats. When she's had enough milk, take the rest away. You need to build trust with her. Not all otter babies want to be held like a baby. It's just an idea that I had, and I'm also not a veterinarian. Good luck!

You have to speak to them at the same time. Using nice calm voice and allow them to get used to a gentle touch with the phone voice. It works wonders
