What's the reason of slow rate of rotation on poles?

It sounds counter intuitive to me at 2:47:
You say the magnetic field lines begin to deform more and more and then the appearance of sun spots increase.
But there are more sun spots at the solar maximum when the magnetic field is weakest !
So, how could the sun spots be triggered by stronger deviations of magnetic field lines, when there are more spots when the magnetic field is weakest ?
