I think Thanos meant that he was going to wipe out half of all the consumers. If he thought the problem was a lack of recourses then killing half of the plants wouldn't do any good. Also in the movie after Thanos snapped his fingers none of the plants turned into dust. In Endgame after the snap was reversed there were birds chirping which meant that other consumers other that humans also died.
