Keep in mind that the grey flesh isn’t apart of his original complexion. That was the “attempt on my [his] life that left me [him] scarred and deformed.” It was only the Sith eyes that were masked, while the shriveled grey skin just added on to the now unmasked evil, sort of like a clothing style based around an emotional conception, which the Emperor would certainly prefer since it was much more minimalist & simple, preferring to focus on extending his rule rather than waste his time on unimportant physical appearances that only serve to represent as opposed to exert fear & power.
