I read a news article like this. An Asian businessman hires a hittman for something like 200k to kill a rival. 200k hires someone else to do it for 100k because he doesn't want the risk involved. 100k hires someone else for 50k for the same reason. 50k hires someone for 20k, and 20k is so insulted by his contract he tells the target to fake his death. They all get caught.

Because Palpatine didn’t really want Padme dead. He just wanted Padme to be threatened so she could be with Anakin.
