Missouri solved this problem years ago. Cities can write as many traffic tickets as they want. However, once revenue exceeds ~30% of the town's budget, all fines get paid to the state. No one can argue that they aren't enforcing safety laws as they can still ticket, they just don't get to keep the money. It is called the "mack's creek" law, named after the city that inspired it.
