Article 5 is designed around the premise of collective defense. While triggering it could lead to a full military response against Russia (or any other adversary), that decision is ultimately up to each member state.

Retired General Ben Hodges said pretty much the same thing in a public event in Germany some weeks ago. He basically said that NATO Article V is not automatic, like an automatic sliding door. A political decision must be made before a military one.
