I used to play in concrete bunkers just like those in Galveston as a kid, c. 1960. Covered in sand to create big hills with concrete catacombs inside, it was a world of excitement and fun for me and my friends.

In 1968 as a kid I lived in The Hague. The dunes were a few blocks from home. Me and a friend were running through the dunes when the ground collapsed under us and there was a tunnel from the Nazi fortifications.

Anything used to to make a carving would be classified as a tool, even if it was just another rock. The shape of the pillars alone show that they were pretty intricately carved (with tools).
