The 'Protector' has to be correct 24/7, the 'enemy' only has to be correct once: Consider the following:

USV's: single use subs, remote and AI controlled, with a 'device' onboard. Can hug the bottom and go vertical under a ship. A fleet of these USV's can take out a fleet of ships or a large bridge or even a large port. "Death From Below" or even "Hell Rising".

And with AI's, 'timed' attacks. One moment in time everything okay, next moment in time, not so much. One moment in time, a political leader believes they have a powerful Navy, next moment in time, not so much. And even just hinting to the enemy of the possibility, they might waste resources trying to prevent it 24/7. An attack which may or may not occur, at anytime, or no time. Enjoy, or not.
