Too much makes a mess, but it doesn't really impact cooling performance. All excess paste just squeezes out of the sides.

I usually just fill my whole bathtub with thermal paste and completely submerge my whole pc in it. It had yet to exceed -48° i did notice a 92FPS drop due to not being able to see my RGB through the thermal paste, so i made sure to cover the entire bathroom in RGB lights to eliminate FPS loss.
10/10 most effective method so far. Highly recommended.

Gamers Nexus has already gone over this. Amount doesnt matter as excess will be squeezed out under the cooler's mounting pressure. The worst you'll do is make a mess for yourself to deal with next time you remove the cooler

It will negatively impact performance only if you apply too little. if you put too much, because of the pressure, it will just go around the sides of the CPU and not hurt cooling performance.
Since thermal paste is not conductive it will just make a mess. It won't even damage the motherboard. If it does go into the socket for example just use alcohol to clean it out.

I am actually not sure if the “tooo much” one would negatively impact performance. Yeah, you would get it all over the place, but the heat sink will squeeze all the off the unnecessary thermal paste and performance should be good.
