The Fremen were inspired by Arab Bedouins, who were desert nomads but also established caravan cities such as Mecca and Petra, which were supported by trade. The nomads would trade with or raid agricultural societies in the Fertile Crescent and trade in the caravan cities, bringing wealth to the city elite. In Petra, it was enough wealth to pay for the famous rock-cut tombs that you saw in Indiana Jones and the Last Crusade.

The original fremen came from the first spacefold ship, teleporting away from their slavers on another planet. They didnt really jump between many planets before hitting Arrakis.

The history of nomadic civilizations shows great variations in structure. The Bedouin have very little hierarchical structure, and law is created through consensus and judge made law. The Xiongnu and Mongols were more hierarchical and did make and record laws. Vlach Rroma are quite hierarchical and have judge-made law. So it really depends on which flavor of nomadism you are looking at.
