rather than vibes-based hard stops, i think this IS based on character stats, but sort of indirectly - it looks like the game is checking the character’s upward acceleration after the footstool, and if it’s more than 0 or some small threshold, it plays the footstool animation. Fox doesn’t just have a marginally higher jump than Samus, he also has high fall speed and gravity, meaning his jumps probably apply a lot more vertical acceleration than hers do, hence taking longer to decay from multiple footstools. the wall jump quirk also supports this idea - since you’ve got some momentum preserved from the wall jump, the game checks your acceleration after the footstool input and finds it to be positive, so it plays the animation, even though the footstool itself did not provide enough acceleration on its own.

Jumping off of somebody’s head has less to do with jumping ability and more to do with swiftness. So somebody like Samus, despite having mad hops wouldn’t really be able to do something acrobatic like that in her clunky power armor.
