While I do not have a source explicitly denouncing the carry of two sabers, Jedi vs. Sith: The Essential Guide to the Force notes that Jedi frowned on the double bladed lightsaber because the traditional saber was considered enough and students would be guided away from constructing one, although it was not expressly forbidden. In Dooku: Jedi Lost, we have Yoda showing disapproval for Dooku's curved lightsaber for its dueling oriented nature. Given that these are both splits from the standard, single lightsaber, it's reasonable to assume the same holds true for other divergences like dual sabers - permissible choices that are not widely approved of.

Note: Ahsoka probably would have died during order 66 without her second saber. Many of the Jedi we saw die, died because there was too much blaster fire to block all at once with one saber and no backup. Ki Adi Mundi for example and many of the other Jedi who died during O66 and before or afterwards died because of an abundance of blaster fire against one saber. In short: wartime Jedi should have ALWAYS had two lightsabers. Wartime is not the time to assume your enemy will simply agree to peace. It’s also a terrible time for being surrounded by guns with one bladed weapon. Evidence? All the dead Jedi filled with blaster bolts, and one lightsaber laying on the ground next to them. In comparison: every time Ahsoka was shot at after receiving her second saber.
