How did you get the head and mouth to move with the mouth staying in place?

can i ask some question sir.. sorry for my wrong grammar.. but my animation tool got problem.. and i dont know what to do.. the translate and the rotate tool.. i cant move them to the center part of character. i already click the transform and animation tool.. but then i cant move the translate and rotate tool.. can you please help me sir??
