I wish there were more underwater easter eggs like a giant squid that would awesome. Also alot of underwater easter eggs would keep players more involved in the submarine aspect of GTA

Easier option, slightly longer but if you haven't already done the strangers side mission with Michael for the lady on the bridge near by the underwater treasure (top of the map to the left) there you can find a submarine with a divers kit so you can spend more time under water

There is a Strangers & Freaks mission for Michael that gives you a diver suit to uncover submarine pieces, also including hidden packages underwater

Money wasn't there. Just a health pack. Got shotgun shells and not RPG ammo.

There are lifeguard rubber dingys around the map and when you're in one and get out the person gets a oxygen tank so you can stay underwater for ages

There is a boat you can get that when you jump off it, you get scuba gear, I suggest using that if you are going underwater to get the RPG and money.

if you can't find it just open your phone while above the wreck, choose the quick save option and then load the game you just saved. now go for it again, it should be right there. you can repeat that process as many times as you want. the suitcase will appear over and over again. i recommend getting the scuba diver kit first. there are plenty of videos on how to get it on youtube. (in order to keep the scuba diver kit, use the boat to get to the shipwreck location)

If you can find a Dinghy, your player automatically dons scuba gear when you exit the boat. Infinite oxygen! There is one near the boatyards in Los Santos. I found this by accident... jumped out of the Dinghy and suddenly had scuba tank and mask. Your player will drop the gear the moment you set foot on land, though.

As of 10/24/19, I tried it. On PS4, story mode ONLY, right after "repossession" mission with Franklin (max'd lung capacity).... money and ammo is there!! Location is north of that cable car (the left one at the base) to that long pointy peninsula, it's more northward from there. That's where the plane crashed.

There's an exploit somewhere near the pacific ocean. You have to dive deep into the ocean and search for the sunken ship. However, in order for this exploit to work, you have to switch charters back and forth. There's a brief case that's worth $25, 000. Make sure your character that's diving into the ocean has good lung capacity. I manage to get 3 million in half in hour. :D
