The pacific bluffs package contains $25.000, swim down, get the package and swim up, quicksave and reload your game. This method can take about 30 to 15 seconds of time (depending how fast you can swim and how fast your system loads the game) resulting in respectively $50.000 or $100.000 a minute.
There are no sharks in the area of this package.
A side effect of doing this too often is that the game may act as if you are still in the water, even when you're not. This results in a somewhat 'drunk' state while trying to walk, drive or shoot.
This problem solves by saving the game, shut down the application and relaunch the game from your console screen.

I know I'm 4 years late but what you do is go to the top of the water, quicksave through your phone, load on to the quicksave through the pause menu, you created, dive back under and the brief case should be there just keep repeating the steps.

Well, I have scuba gear and went up reloaded and went back down. All I found was a weapon and a star fish where the case is supposed to be.

To everyone who is having difficulty finding the case and are using scuba gear. Before diving down you have to quick save the game and then load that save or the case doesn't spawn. Do that and you will find it, bearing in mind it is very difficult to find in the weeds. Go for the $25, 000 dollar case on the wreckage at Pacific Bluffs. Much easier to find. Same quick save/load game rule applies. You can repeat dive for the case as many times as you like providing you quick save/load that saved game every time you return to the surface. Works on old gen and new gen consoles. Don't listen to anyone who says it has been patched on the new gen consoles. It hasn't, they're just idiots who aren't doing it properly.

There are people on other forums saying that Rockstar patched the character switch method back in 2013/14. I don't know about that, but I installed the latest PS4 update last night (28th July 2018) and the quicksave/reload method still works. They cannot patch this as you are basically resetting the game when you do it. The only way this won't work is if they remove the packages altogether. Forget about switching characters. If the package doesn't show up (sometimes it doesn't first time and it never shows up first time when using scuba gear), go back up to the surface, quicksave, and then reload that game you have just saved. The package will now be there. Repeat this as many times as you like. It still works. Nothing has changed in that respect. I have checked most of the other hidden packages and they are still there. Also, the $12, 500 package is almost impossible to see in the weeds. Go for the $25000 one - more money, it's closer, easier to see, and you don't need scuba gear. Remember that you have to be quite close to the package before it appears. Don't expect to see it as soon as you stick your head under the water. Once again, this doesn't work online. Story Mode only. One final minor point. If you're doing this repeatedly to amass money, you will lose your boat/jetski/whatever after the 2nd quicksave/reload and you will have to swim to shore. Only way to prevent this is by climbing back into the boat to do the quicksave/reload etc. after each dive, but this takes too long. Don't worry too much about sharks. Quicksaving/reloading all the time prevents them from spawning.

Just do the side-mission "What Lies Beneath". You'll get scuba diving gear when ever you get onto a boat.

I don't know if they will patch this but... you don't need to drown, you just switch out to either of the other 2 characters (make sure they're available). even within 30 seconds, switch back to your guy under water, his oxygen supply will have reset, and the briefcase will have reset too. Just for positioning it helps to swim between the $12k briefcase and the smg that's lying nearby.

You can collect it, then change to the other character and then again select the character underwater. The briefcase spawns and you can do it without going to the hospital😀

Use the swim fast cheat. Additionally, once you get the brief case, if you can make it back up to the surface, switch characters and once you get back, the items will have spawned. ;)

There are two other locations with breefcases like this one. One is off the coast of Fort Zancudo, the other one is south of the tennis court near pacific bluffs. If you go to another one of these location with another character you can switch back and forth between characters before they drown. The breefcases respawn, so does your oxygen.

The best way to do this is to get a specific boat (I think it's called the Nagasaki Skimmer or something like that. It's the military style RHIB boat). This boat automatically gives you Scuba equipment every time you leave it, so you can go out to the location and just have your guy sit there for however long you want, and you will get loads of cash without the annoying hospital trips and fines.

if i took the case and made it too the surface does the case stiill respawn? can i wait at the surface and swim down in a minute or so?
