I've seen Zombie Horses spawn naturally twice in my whole minecraft experience. That proves, they do naturally spawn.

If you trap a zombie and a zombie horse together in fences, the zombie can sit on the horse and infect it. It will then turn into a zombie horse. You don’t need the /summon command for zombie horses.
