Could the planeswalker be an MDFC? it would be a 1/1 insect on the front and a planeswalker on the back. It would count as a 1/1 creature in all zones except when it's a planeswalker on the battlefield.

So its a card you play like a chrome mox or force of will instead of paying evoke good imo. Look at the common card from kaldheim called snapback; it’s literally like force of will and unsummon had a kid. Definitely a great budget card and great for my common and uncommon only format (no rares or mythics allowed in the 99).

WotC would be dumb to print "Counterspell" into Modern!
It should NOT be the goal to make Modern more like Legacy. If they would want to make a Non-Reserved List Legacy then make a Non-Reserved List Legacy, but leave Modern it's own identity!
