If water just keeps getting recycled by a closed system on Earth, how did it get here in the first place? Where did the cycle begin?

What I feel is that when the outer planets switched places in yearly solar system, the planet Neptune plowed into a larger Ort cloud and sent millions of comets every which was possible and that is where most of our water came from from the the early solar system!
