The State of Oregon passed a law a couple years ago that says: even if your trash is out on the public street, it's still considered off limits to "pickers" or "divers" because a contract exists between the resident of the property and the waste company. There are a couple caveats to this law; it has to be an official bin provided by or otherwise marked as belonging to the waste company, and the lid must be fully closed. This law was passed after an increase of incodents and complaints of identity theft from folks stealing discarded mail and fraudulently piecing together people's PII.
