The ideal would be to have a gray community. In my neighborhood, several families Prep. We are spread out in a small subdivision of less than 100 homes. About 20 of us prep that we know about (at least that talk to each other about it). We have discussed the gray man concept and how to apply it to the community. We work hard to maintain a "regular" neighborhood appearance, but have several community preps. We have a majority on our HOA, abd have been able to put in a playground & community pavilion with a large picnic area 6 tables and charcoal grills that can be used as a community meeting or food distribution area in a disaster. We managed to convince the community to keep 3 acres undeveloped but fenced in in the center of our community as a "shared garden" where we have several fruit trees and room for a small farm if needed. Those of us in our neighborhood network have plans to propose fencing in the neighborhood next year and it will pass. This will allow us better control of access points and an ability to secure the neighborhood if need be. Sounds like nice community amenities, but all serve a purpose if the shizzy hits the fizzy.
