You can dry the cut lemon leaves dry them to make tea leaves when ever you need a good cup of tea, or drink when you have a cold with some lemon juice squeeze in👍🏾

If a tree leans they do actually tend to strengthen where they need to to compensate for the lean over time, or if wind hits them more from one direction than any other they adapt to that as well, so pruning off balance might not be the end of the world

With using the old foliage as mulch is there a concern for disease spread if from the same tree? Or is it unlikely to cause any diseases

Depends where a person lives. Chop & drop attracts rabbits if rabbits are in your area and will start attacking the trunk after sampling the leaves and branches of the tree for the sweet sap mostly young trees though
