How to adjust the tracking on a toro grandstand mower

I’m having an issue whn I turn on blade it turns off by itself... so I turn back on .. it comes on than goes off again like 3 times than it’s good

Would this help with the stiffness of the controls as well?

My 36 feels like the controls don’t return to neutral and one one is loose, but my 52 feels like the controls return to neutral. Is that Normal?
