When I was watching marvel movies, I always felt that black Panther was more worthy than captain America.

While Iron Man and Captain America & Bucky battling against one another, King T'Challa finally caught Zemo. Now I wouldn't just Zemo action of vommiting such terrorism as an act of Revenge, but he does have a point. Ever since the Age of Ultron many people might see the Avengers as a heroes. But there are others who lost everything thanks to that Battle. So I wouldn't had blamed the United Nations to take action by making that Accord. Zemo on the other hands see it the accord as an excuse, so he plotting this Civil War to torn the Avengers apart.
