I don't think there's anything to indicate that they created the monster. It's origins are unknown, except for the asteroid hint at the end of the game, that shoots through the sky during the credits.

It's very likely just a "The Thing" situation, where it's just an alien.

i have a theory where the creature is passive but they wanted freedom (and revenge for being captured) so they killed all the scientists and soldiers, so they can essentially become a human and live a regular life

When you're in a specific room in the game, there is a line on the display that says it's an unknown species of worm that escaped. They didn't create it.

The monster we play as.. Is not really a big mass of meat.. But mutated/experimented tubifex worms.. Since in the first flashback in the game you will examine a pile of unknown species of tubifex worms... So we can all say.. The monsters we play as is an ancient experimented creature.. But who knows who experimented on the tubifex worms? Is it aliens? Because there are bones of unknown species in the first flashback too
