Newton never used the phrase “spooky action at a distance.” That invention was all Einstein's. When people asked Newton how could something act on something else without touching, his answer became a classic: “But hitherto I have not been able to discover the cause of those properties of gravity from phenomena, and I frame no hypotheses.” He described it as “action at a distance.” Einstein added the "spooky."
