Windows - Move Offscreen Window to the Desktop

How to move an offscreen window back to your desktop in Windows. When you can see a program is running in your task bar but you cannot see it on your desktop it is most likely offscreen and needs to be moved to your working desktop.

Holding shift before right clicking the icon doesn't do anything for the window I'm trying to move so any other solution that doesn't involve changing the resolution and/or re-plugging a display would be helpful since I don't have access to the display anymore.

Holding shift shows no list that has move on it
The taskbar window rearrange also does nothing when i click on any of them
