Boot into safety mode and perform a system recovery. If not available, the safety mode + guides on how to check which program is causing issues should help too. You can force your PC to to make the option available to you to start in the safety mode by shutting it down 3 - 4 times while booting (advanced booting options, it won't hurt the PC)

thank u...first method worked. and make sure you hit end task for each and every program listed and not just 1 of them. for example, whatever app in the task manager you see and there are multiple, make sure u end the task for each and every one.
