Unable to open .jnlp (Java) files asks to choose program

Sometimes java applets don't work even when java is properly installed due to a botched file association or an updated version of java that was removed and the uninstall broke association.

doesn't work for me, idk why. After I click the javaws.exe. after that it keeps giving me the Java(TM) Platform SE binary instead of web start launcher. and when I open the file in CISCO packet tracer its still blank
