No. There is no permanent spot on Earth where the sun never rises. Due to the Earth's rotation and its tilted axis, every point on Earth experiences both sunrise and sunset at different times throughout the year.

However, there are certain places near the Earth's poles where the sun may not rise for an extended period during the winter months, and this is known as the polar night. Similarly, during the summer months, there can be a period known as the midnight sun, where the sun remains above the horizon for 24 hours in areas near the poles. These phenomena occur in regions such as the Arctic Circle and the Antarctic Circle.
