Does the super or maintenance personnel have a duty to inspect the building on a regular basis?

When these individuals are deposed after an individual is injured due to an issue with the building, they often say that if they saw anything dangerous, they would tell the management company and then they would hire an outside independent contractor to come in and fix it. However, they will usually go on to say that they never saw anything dangerous, so there was nothing to report.

If the maintenance personnel are at the building taking care of any cleaning or repairing on a regular basis, it is highly unlikely that they did not see the problem that caused the injury.

When it comes to problems that could result in an injury, building management has an obligation to take care of the problem in a timely manner.
