You forgot about the Mentats, human computers. Paul was trained as one by his father's orders. Paul is taught to rule, is a mentat and is the Chosen one. Also, reign means to govern by a council or parliament and rule means to directly control the government. The Imperium was an autocracy, not a constitutional monarchy.

Dune is good science fiction writing. It cover a lot things colonialism spirituality technology living in balance with nature like the freeman. It has a game of thrones element in it too.
