Russian here. Shoigu isn't "experienced military officer". He is a pretty good PR manager. He never served in military, and he was specifically chosen because he is from ethnic minority. Putin believes that army wouldn't follow Shoigu into coup against Putin, because they don't respect a civilian in the place of Defence Minister and the one who is not ethnic Russian. Dictators in Russia historically undermined their Defence Minister in order to prevent coups.

Materiel is NOT the truly deciding factor. In Vietnam, the US gave HUGE resources to the South Vietnamese government, and they did NOT use it well. They did not have the resolve of their people or military to use the weapons. They ran. The Koreans did the same in the 50's, Ukraine has resisted. The people did it. Weapons were key yes, but he peopl0e did it.
