worked like a charm but to deactivate the add on you have to activate the hidden administrator account and from there deactivate the add on and check from other use account that outlook works fine

If all else fails, try deleting the outlook folder user Users/[username]/appdata.  Once I removed this directory and recreated the outlook profile, the issue was resolved.
