So if those canards are going to rotate the way you said, that means they function the same way as canards on supersonic planes (i.e. fighter jets). Then they only function effectively if the ship/plane has forward momentum. So might I suggest that the reentry profile is now planned as follows:
- Hyper sonic reentry of the atmosphere, nose is up, all surfaces act as brakes. Maybe the drag vector is at an angle, to control the decent.
- Super sonic and sub sonic glide. Nose pointed forward, but at a steep upward angle for a glide, say 20 deg. Canards do most of the control. Also getting into denser atmosphere.
- Controlled stall. As the air speed drops to low to continue gliding, the canards and other controls force a stall condition. Reducing the air speed even more and pointing the nose upward.
- Vertical decent. Thrusters and engines take over control, as air surfaces become less effective. Horizontal speed is minimal, downward speed is maintained, or might even increase at first until the actual landing.


I need to test this is KSP. Maybe the stall phase is at supersonic speeds.
