It's not just robo calls. In Stockton there was a company called AAA going door to door hard selling their gas service which ends up costing $30 per month on top of the normal PG&E charges. Beware of these predators!

Calls are one thing.. Wait until they start knocking on the door wanting to look at your PG&E bill 'to ensure you are getting the best deal'.

Most CTA’s I’ve found will cost you more at the end of the day, like mentioned in another comment. The issue with Bolt and some other (not all) CTA’s is they tell customers that their energy company is switching to that CTA for their gas, and make it seem like they don’t have a choice. And when the customer is hit with procurement AND delivery charges, they’re confused because Bolt promised a “flat rate”, but did not specify it was only for procurement. How they are still in business is beyond me.

PG&e excessive administrative expenses.
Welcome to the United States of America where we cannot have High-Speed rail or homeless services or any number of things because lawyers and environmentalists and Civic planners and you name them, all need to get their fingers into this because otherwise it'll be a gigantic disaster.
Never mind spending the money on direct services to solve the problem.
Intimate domain for high-speed rail, no we need everybody's opinion and lawsuits and environmental impact reports and maybe your grandkids will see this completed.
Pop up homeless services that provide direct care to those who need to get off the streets. No!
We need lawyers to protect the civil rights of everyone involved so start spending money on legal fees.
We need another study, another environmental impact report, everybody gets to voice their opinion!
Welcome to the United States of America, where everybody gets a paycheck.
