Russian President Vladimir Putin is accusing the U.S. and its Western allies for heightening tensions over Ukraine.
Insisting that he prefers to resolve differences through diplomacy,... Putin also urged the West to give Moscow security guarantees if they want Russian troops to pull back from the border.

Russian President Vladimir Putin is pointing fingers at the West for increasing tensions on the Ukraine border.

"We put it straight: there must be no further expansion of NATO eastward. What is there not to understand? Was it us who deployed missiles near the borders of the United States? No. It's the United States who came with their missiles to the doorstep of our house."

Speaking at his annual year-end news conference Thursday,... which lasted about four hours,... the Russian leader called on the West to move quickly to meet Moscow's demand for security guarantees.

"You are demanding guarantees from me, but it's you who must give us guarantees. Immediately. Right now. Instead of babbling about it for decades."

Russia drafted a security document last week that demands NATO deny membership to Ukraine as well as other former Soviet countries,... and roll back the alliance's military deployments in Central and Eastern Europe.
To this,... the U.S. and its Western allies said Russia would not be given the kind of guarantee Putin wants,... highlighting the key principle of NATO that membership is open to any qualifying country.
Putin also said his country would prefer to resolve the tensions through diplomacy,... rather than conflict.
The Russian leader welcomed upcoming talks with the U.S.,... slated to begin next month in Geneva.
However, he warned that Russia expects the discussions to produce swift and concrete results.
Putin also touched upon numerous other issues, including the Russia's economy and gas exports.
