The thicker metal remains too cold to get penetration while welding both at the same time no matter if you run a bead or stitch it.
This is a good trick for rookies but for starters you can make the thicker plate into a V, tack it, run a bead using the appropriate amps on the thick plate without blow through the thinner, run a bead or stitch the thinner material and run a bead on them altogether on a final pass.
Once you get used to this to fix your fence you'll proceed into more appropriate methods.

How about before you even think about welding any 2 pieces of metal together, clean both surfaces down to pure metal to be contaminate free?
Remember, a clean weld is a happy weld !!
And on a situation like this, run a continuous weld without stopping and concentrate 😢90% of your heat to the thicker material

I could do that in one shot without stopping. Just keep the welding rod on the thicker steel and less on the rectangle tubing and it will bond together without burning a hole through 😂

First clean the material second bevel the thick piece of steel, then direct heat into the thick part with multi passes

Горизонтальный угол проще простого, без отрыва удерживаешь электрод прислонённым в самый угол, шов получается идеальным, тонкий металл варится двойкой с током 45- 50, а вот вертикальный угол это совсем другая история
